That's the fugly-stick

I suspect that it has something to do with the brakes, perhaps due to the odd booster. Could be an improved parking brake, or a hand operated brake.

True but I think I see Imperial wheels, i.e. running gear, which would make sense (to me).

Someone should buy these and create a classic limo business. I bet you could get a good premium from people to chauffeur them around in one of these classics.

On second (third/fourth) look, that lever might connect to that bend metal mechanism in the footwell in which gas it would be like a school bus door opener (maybe):

Definitely! Classic car rentals for special occasions are actually pretty popular. Weddings and prom nights especially. You'd probably want to modernize the interior though to make it more like a modern limo than an airport bus. Add a fridge, a nice stereo, tinted windows, and re-arrange the seating and you'd have a pretty sweet looking limo. 

A google search brought up this place that rents out only 59 Caddy's. Definitely a market for this stuff!

The average dope renting a limo would pass over the old Chrysler in favor of a Hummer limo or something more modern.

I agree, those roof windows are awesome. As for the lever on the column, notice the pressure gauge that is attached, and the hoses. It seems to be a brake or? Maybe it was a device that opened all the doors at once lol.
