Its a metal plate with a rubber seal pressed on to it. The seal was totally perished. The diagram that shows a 23-31-124 is on page 19-1 of the 55-58 Parts book. But the seal it shows is generic and not like yours. There are two seals for the 58 Desotos and Chryslers, 1830 450 and 1830 451 depending on what is going on at the steering column (options). I checked Len Dawson's on-line inventory and neither show up. I made a rubber "seal" around my 56 Dodge steering column with a rubber (EPDM) Rubber Roof Vent Flashing that I bought at a local hardware store.
