Scrolling down this thread, I saw a couple LA-built 1958 Dodge cowl tags on the first page;
They have code M2 = 3 on, and it means D-500 engine (order code 373):

So, maybe this Chrysler equipped with optional engine from Saratoga (4BBL carburetor and Dual exhaust) ?
Or just dual exhaust?

Nope. Cannot see dual exhaust pipes...

It seems the rear license plate frame / escutcheon was standard equipment;
Bumper Guards have order code 356... is not matching to M2 = 2

Here another LA-built 1958 Chrysler - Saratoga;
Power Brakes were optional equipment on all Chryslers except 300D;
This Saratoga equipped with Power Brakes, but the slot M2 is empty, so this is not Power Brakes...

I would seriously doubt that the license frame would be coded on the LA body tag.
I have never seen that encoded even on Detroit-built cars in '57 or '58.
I suspect that it was installed at the dealer and they didn't bother to encode it on the tag.
Do you have an example of one that has it encoded in these years?

Yes, I have.
Matt (aka christine-lover) cleared up this fact by 1958 Dodge Coronet:

«5 under the 58 is for spring special license plate escutcheon and fin end caps. The dealer script is Reedman in Langhorne PA. I’ve worked for them since 2004, now Reedman-Toll.»

Look at this thread:

Viewing a thread - 58 Coronet 2dr Hardtop Spring Special (forwardlook.net)

Wrong. You can't make examples between Dodge & Chrysler! They didn't cooperate between them at all. Also, that Dodge frame wasn't even close to the same thing. It was part of the spring special items. The Chrysler frame is just a lame dealer accessory. Not the same thing at all. My question was if you could find a 316 code for 1957 Chrysler or a 382 code for a 1958 Chrysler that was actually listed on the body tag. I tend to doubt it.

The license plate frame is not standard equipment. It's a lame dealer accessory that goes around just the license plate, by iteslf. It's not the "escutcheon" bezel that goes over the larger area on the trunk. I mentioned the bumper guards not as the explanation for M2=2, but as a possible part of accessory group 2.

Do you have an option code for the large rear window on the 2dr Windsor/Saratoga? Until you figure that out, you don't know what you are doing. That's the biggest option that this car has and wasn't very common.

Fourth-digit numbers such as “6611” are for SPORTONE paint – the last “1” in “6611” means SPORTONE order code 481…

To '57 Savoy pictures above:

EW 5 / 6 = 385 / 386 codes are power front or front & rear windows, I guess;
M2 = 1 = 311 = 1957 Plymouth Accessory Groups can be viewed on the top of the second picture (311 / 178):

I am amazed that some people go to a lot of work to install "upgrades" and then overlook some otherwise important things like protecting the
cowl build tag.

In this case, the tag could have been either removed before painting (those are just "normal" Phillips screws not security screws) *OR* masked off the
the tag to protect it from heavy layer(s) of paint.

One thing that I find "funny" is the fact that I can still see the tell tail sign of the car being and LA car: You can still see where the tape to hold the build
sheet used along the production line was taped to the tag.

This one:

My D500's and it's air-conned D500 twin's (these ones with security screws):

M1 = 2 might be decoded as a Solex Tinted Glass at all windows and Large Shaded Rear Window - seen on the photo;
Large Rear Window was optional on Windsor & Saratoga Hardtops, Standard on New Yorker & 300E Hardtops

1959 Chrysler Solex Tinted Glass order codes availability:

461 – Large Shaded Rear Window only
462 – All Windows and Large Shaded Rear Window
466 – All Windows and Shaded Windshield

There's something strange about this car. The heater core housing isn't a '56 Chrysler, is it just an illusion photo?

However, this is an illusion in the photo; the heater housing is correct.

In LA cars, the tag is on the firewall.

Ok, let's take a look at this Newport:

099 – special paint
061 – trim extra cost Coral Leather & White Leather
114 – special

This is the first one (of five others, so a small comparison) with the code M8-3

I would really like to see the IBM card of this car.

Wow! A readable data plate photo! Good job!

This car has solex glass, left o/s mirror and vanity mirror;
It is ’56 NY Convenience Group – the “SG” slot should be “5”, instead “1”;
“SG 1” means the solex tinted glass only – so, the o/s mirror or vanity mirror are not factory installed.

Same situation with the “EW” slot. Never seen “7” below “EW”;
This car also has optional power steering, windows and seat (power brakes was standard);
These items are including in ’56 NY Power Group (code 7);
The slot “EW 7” might be it… not the front power windows…

Summary (it maybe so):

“SG1” – Solex Glass
“SG5” – Convenience Group that including Solex Glass too

“EW2” – Power Windows
“EW7” – Power Group that including Power Windows too

P. S.

The SCHED 0809 is August 9, 1956 – very late (almost last) model;
The VIN is N56L5181; the last New Yorker built at the L.A. had VIN N56L5197

Some thoughts about ’56 Chrysler M3 – 5 data tag code;

Dieter car has “Convenience Group” – order code 455 (data tag code SG – 5) and
“Custom Group” – order code 453 (without data tag code);

The “Custom Group” includes next items with their own codes:

1 – Rear License Plate Frame;
9 – Prismatic Mirror;
5 – Custom Steering Wheel;
1 – 7.60 x 15” White Side Wall Tires;

The M3 – 5 data tag code might be a “Custom Steering Wheel” as a part of “Convenience Group”!!!
