Why do it allow me to use the starter when the engine is running?
Have tried to change the neutral switch on the tranny but with the same result. Could it be something wrong on the starter or starter solenoid?
Or in the tranny that doesnt work?

Any ideas?

There is (should be) a vacuum switch on the manifold that cuts the starter Circuit when there is vacuum in the engine. Either the switch is malfuntion. or the switch has been bypassed/bridged

If you really want to get rid of that every happening switch to a non push button start ignition switch(plymouth desoto).

no vacuum switch needed.

I know when it fails, people complain about burning up their starters, tearing up flywheels and stuff because it sticks.

Yup. As wizard suggests, something is wrong with the vacuum switch that is there to stop you from being able to engage the starter when the engine is running.

As I recall it, the "N" has like two steps, Neutral and then push further to engage the starter. I think this is a totally cool way to start the car and I would fix the problem or even make it better.

Agree on all counts. As shown in the photo, the Neutral slider has an extra tang that engages the button on the neutral starting switch. Just pushing the neutral button enough to take the transmission out of drive or reveres doesn't go far enough for that tang to contact the button, you have to push the button further in to do that.



There are several NOS 1770 093 vacuum switches out there on eBay, etc. like this one:

Thanks' Dave, so practically, the vacuum switch is just an extra safety.
