I replaced the voltage regulator and it is still doing it.
Do I drop the $200 for a new generator?

Did you adjust either regulator? What does your digital multimeter say about how many volts are being produced at the generator?

The generator is controlled by the regulator so it is most likely not the problem. You replaced the regulator with a new one? used one? Even a new one could have been sitting on the shelf for years. They are adjustable but you need an accurate multi meter and instructions

Another probable cause is bad wiring. Look for any shorts and trace the wires out according to what it should be from the diagram in the FSM.

Perhaps more importantly, did you repolarize the generator each time that you changed the regulator?
