On a 59 Dodge custom Royal I have a two-speed variable wiper switch that is not working correctly.   It only has low speed with no Park, so what would be bad?  the  switch or the wiper motor?

Yes, to both. Try to check if the switch and/or the motor lost good ground. Test with a jumper cable.

The FSM shows how to test both the motor and the switch.
