As mentioned by D500 in this thread about cleaning the switch .

I recently installed my 58 Steering box , column , steering wheel and Horn Blowing Switch and the horns did not work .
The Horns worked previously when the 61 steering box and wheel where in the car .
So I folded some Sandpaper and cleaned the contact surfaces .
The Horns now work .
