Hi Tony,
Thats just what mine did. On the 69, the relay is way up on the parking brake assy. Not the easiest to get at.
According to the 69 parts book, the relay changed late in the model year. The late part number is 2983414. I looked that up in Len Dawsons catalog & it shows fitting 70 as well.
Check on Parts Voice for availabilty. There are 3 dealers showing as stocking it.

I have a 70 imperial with a problem with the headlight doors as well... They will go down just fine but will not go up and I hear a buzzing noise in the dash. Where is that relay located and how easy is it to find one?

I have a 69 that has a smaller manual knob on the motor. I bought it from Mitchel's. Turned out after I bought it, I discovered that the relay was the problem.

My car came without the motor that opens the eyes -
the headlight doors.

I have a 72-73 HL motor that has the small mushroom
wheel underneath, and the bolt holes/driveshaft holes
don't line up, so can't use that, despite being a
super cadidate at first glance.

If you have a 70, can you confirm that the correct
motor has a larger diameter, flatter manual wheel on
the bottom that is maybe about the diameter of the
motor housing?  If you had a digital camera and got a
really good shot, I'll be so pleased that I'll will
you one of my garage creepers or a spare tire or
something.

A correct part number might get you something bigger.
