Hey Ken,
I had a 59 Cadillac which had black and yellow plates which were issued for it in 1963 as all cars were required to have the black and yellow. So, those plates are really the original plates. Anyways, the front plate was gone but I found a place back east which made a perfect reproduction of it and I put it on before I made the trip to Reno for Hot August Nites. He makes a perfect repro of the plates but can't ship to a CAlif address. I will try to find the info for you if you want it. I think it was about 80 bucks.

were never issued. He has a lot of info on the DMV requirements for plates
also; such as to the regulations from 1963 on, once a plate is used if the
title lapses, new plates are issued and you cannot put the Black with
yellow letters or Blue with yellow letters back on. I was thinking of
getting 59 plates for my 59 Imperial. The original owner decided to change
title to his wife in 1964 so DMV issued her the black and yellow plates
currently on my car. But I can change them to the yellow plate with black
letters and the 59 in the year block of the plate. When I bought my 1969
Mustang it's front plate was missing, so I was thinking to replace, that
is when I found I couldn't. So if I try to replace the plate I will get
issued new plates, so I keep just the back plate.
