| I just looked at the VIN tags on both of my 
cars.  There are two holes (empty) in both the tags and the door jam.  
Very close to each hole is a spot weld.  It appears rivets were 
contemplated but not used, just the spot welds.   Ray   1963 convertible (2)

  had a 65 SportFury 426-4spd winter beater car, years ago, Trusty Rusty as we 
  called it, and one day the tag fell off when the door opened.It rusted enough 
  behind the tag, to compromise the spot welds, it did not leave the holes in 
  the tag, so I pop riveted the plate back on, through the factory holes they 
  use to locate the tag during the spot weld operation. This maybe a similar 
  situation, or body work/ restoration work may have required its removal. Ya'll
