It isn't. Soft water can still have a bunch of dissolved solids in it, distilled water shouldn't have a lot (depending on how well it was distilled, what it's contacted afterwards, and how long it's been exposed to the atmosphere). Softened water, depending on the method used to soften it, would likely be a poor choice to use in a radiator as it can be full of chloride (the salt you put in your water softener has to go somewhere), which isn't good from a corrosion perspective.

In terms of what you might want to put through the cooling system of your Imperial, if you must put a surfactant of some sort through there, from the options presented on the list in a the past couple of days, I'd probably side with laundry detergent. Dishwasher detergent can be corrosive. I think the key thing here is if you put something through there, flush it out very, very well and then fill the thing up with distilled water/ethylene glycol.
