Unless I'm mistaken, this is not entirely correct.  The switch he is 
asking about is indeed a vacuum switch in the intake manifold.  It's 
purpose is to detect intake vacuum so that you can't accidentally 
activate the starter when you push in the neutral button when the engine 
is running.  Later Imperials started with the key so didn't need this 
switch.

Neutral safety switches are a part of the transmission and function to 
prevent the car from being started in gear.
