>  Not so fast with NAPA.  If you short the relay out and it turn over then most likely the relay if bad.   If you short it out and it turns over slowly then you most likely have a bad starter.  If you have a good battery that is.   Short out the relay and if that starter turns slowly then pull the starter and have it tested.  Make sure that they do a load test on it.
