The TQ is a very good carb, but as you've seen few know enough, or care to work on one.Aside from the float adjustment, stuck, or fuel saturated float, a very common problem is, the primary jet  fuel transfer port, which is glued to the bottom of the float chamber housing. Once the bond is broken, all the fuel in the float chamber, may leak into the intake. Most of the time, its a small amount of fuel , and when the engine is running, it seems normal, however when the engine is shut down for 15-45 min. re-starting is difficult, and the engine is flooded when it starts. A bad leak from the trasfer port, or if the by-pass falls off, it pours fuel in the engine so bad the engine will hardly run.If you take the air cleaner off, and see the top of the carb venturis, if fuel is pouring out of the boosters ( the little pipes in the venturis)
then float adjustment, saturated floats, or bad or stuck float valve should be the problem, if you can't see any fuel dripping, or running out , then the transfer housing is suspect. Don't forget to watch your hair, and eyes, when looking in the carb!! a fire extinguisher is not a bad idea too.Ya'll have a nice day, Dave
