The steering wheel is different. The tilt-telescope one has the telescope locking knob in the center hub.

  Changing the steering column is not hard at all.  You just
need to get a COMPLETE column from the steering connections to
the wheel.  (I am not quite sure that you would need to change
the steering wheel - it may not be different.)
  I changed my 69 column for a 71 column after I changed out the
entire dash structure for a new one.  It was not hard at all.
