If electrical contact cleaner (at most parts places
and maybe radio shack) doesn't do it, there's always
mechanical action of an abrasive such as steel wool or
sand-paper. 

Once you get the contacts cleaned, you can coat the
metal in di-electric grease to prevent oxidation. 
Comes in a small tube and is likely at the same
outlets.
