I truly believe, that as a publicity stunt, it was all concocted pretty fast.  The concrete had not even cured fully when the car went in.  It was a response to the festivities going on in Oklahoma City that year.  As such, I think it all happened pretty quickly and without much preparation.  In the original footage from '57 you can see them just hosing the whole bag down in cosmoline.  Even how the bag was positioned around the car you can see there was really no way to seal it all. 

 

The intent was to have the time capsule withstand a nuclear blast so above ground internment was not an option.  As my Dad said, "You bury time capsules" so that's what they did.  Yes, the technology was there, they could have lined the pit with fiberglass for instance.   I just don't think the time or money was there to do it before the anniversary date.
