Mine was the same.  I am no expert, but I think the
locking of the wheel adds a ground that is not there
otherwise. (Keep in mind I can not install a three way
light switch with out blowing a fuse.) I got mine
working by removing the horn from behind the grill and
cleaning all the contacts. It was amazing how much
corrosion was on them.  When I reinstalled, whola!! it
worked.  I hope this helps.
