Has to be the carb. Would replace it asp. Check timing maybe wires. My Imperials alway got between 11 to 16 or 17 mpg. It helped when I went to a bigger carb and later manifold.    Eek! I'd say a carb, at least - it should get between 11 & 16.

That being said, if you work at it, you can make an Imperial get almost as little mileage as you want - full-throttle acceleration is thirsty. The above was 'average' mileage, city driving is more like 8 or 10. My '69 averaged 13 very predictably when in good tune.
