It may be possible the replacement regulators are set up to control the voltage at too close a voltage drop. If all connections are good, and clean and the battery is not "punky", you may have to remove the regulator cover, and do a minor bending and tweaking (FSM) explains it. If all else fails, a solid state type may be the next coarse of action. Dave.
