Dan, your oil usage is on the high side, even for valve seals. There are some other factors as well. Valve seals can be replaced without head removal, I've done it many times. It only requires two special tools (cheap) , an air-compressor that can run for 15-20 minutes without shutdown, and standard tools, with  3-4 hrs time. The other areas to check, would be the intake valley pan gasket (sucking oil from the bottom of the intake ports) and a possible over-fill on the oil. To check the oil capacity, fill to full mark, then drain the pan and measure the amount.It should be about 4 qts. The intake is more work, but still less than valve seals and since the gasket is metal, expansion and contraction over many years can compromise the seal. Then move on to valve seals, I just did the seals on my 53k mile 77 440, most of the seals were completly missing, and now in the oil pan.
