That is safer, but even with a single pot, the car can be stopped with the emergency brake, as long as the driver knows how to use it. If that brake isn't functioning, the car should not be on the road.

The move to the dual MC was a safety move. At least now if you lost a wheel cyclinder on one end or the other you can still stop. Not great but you can slow down and stop.

Also assuming the primary & secondary shoes are in the correct >
orientation. I learned this on a 63.I had one side reversed & the brakes > pulled hard to one side.
