I think the 90 Imperials are pretty neat in this respect.  They had an
aluminum alloy wheel with the wire wheel cover which was a lot lighter than
the steel wheels normally used with the wire wheel covers (and on 91-93
Imperials it seems).  Though the wire wheel cover looks the same, it is
different for the aluminum and steel wheel.  Why did they do this?  To save
weight ?  Or because Cadillac also used an aluminum wheel with a wire cover
as well?  I don't know which came first.

I agree with Chris that officially this was the case, though I've seen
different country distributors do very different things to cars. For
example, Canadian build '67 and '68 Polaras and Monacos had an optional poly
318 or slant-six for all models, including coupes, where that was an
absolute no-no in US order cars. A member of the WPC club Victoria chapter
has a Windsor build '67 Monaco 500 coupe which lists a 318 right on the data
plate.

Wheels are another thing distributors or even dealers change with impunity.

That may be so but all Imperials from the early 1960s on came with a single
wheel cover for all models in each year. The "chrome styled road wheels"
were never an option on the Imperial, only the New Yorker. Imperials did not
have any wheel trim options after 1961 (until the 1981 models), and even on
the pre-62 models the only difference was some extra dress-up for the wheel
covers on LeBaron models.
