Jay drives the car in the video. He especially liked the functioning of the kick-down linkage on the Torqueflite. 

The steering wheels were white so that officers didn’t have to put their hands on a black one made hot from the sun.

They also mentioned the cam was from a 413, and that the car had larger brakes, 6 leaves on the rear springs (instead of 5), among other police-car specific mods.

Here is a clip of Jay Leno driving a newly restored original 61 Dodge Polara CHP car.  It has a 383/Torqueflite, and all of the CHP specific items that only they required (including white steering wheels from 57 Plymouths).  Really a nice review of a period-specific car that many in the Golden State (or the Peoples Republik of Kalifornia, depending on your social perspective) hated to see in their rear-view mirror.
