Todd,
I have had  a few 59 Plymouths and Ive disassembled a few of the
"double-contact" horns. It has been a while but I recall a paper-thin
insulator between the horn shell and the relay, which DEFINITELY
deteriorates over time. ( This is inside the horn...you have to bend over
the tangs to separate the halves of the horn.)
     You are lucky that the problem is not in the steering column. Usually
that gadget fails and you LOSE the ground!
