Sorry, the quickest way to stop is NOT with the wheels locked.  Friction
between the pavement and the tire is greatest when the wheels are rolling.
Whenever the tires start to slide, the friction is reduced, and the ability
to stop is considerably less.  That is why you'll often see a car "swap
ends" when just the rear wheels lock up, because there is less friction at
the rear, and the rear comes around the front.  This is the specific reason
for "Anti-Lock" brakes, that by preventing the wheels from locking up, the
car will stop much faster.  Control is just part of the benefit.
