I would think they should be painted.  They were probably used as a tracking number in case the build sheet got lost.  Also, if they were spotwelded afterwards, then the heat from the spotwelder would blacken the paint.

Question on the door post Vin (s/n) tags on many of our cars.......

 

Are they supposed to be painted or bare metal??????
