[FWDLK] [FDWLK] putting on the primer

My car needs to be stripped and sanded to the metal, what I was wondering is if I should put a full coat of primer while it's still bare metal, or if it was OK to use filler on bare metal, or if I should do it a panel at a time.  What is the best way to do this?  I still have a lot to do before I get to that point, and a lot to learn, but I want to be ready when it's time.
