Seems like I recall some private companies [in the south?] that would get you a registration or title from jmust a bill of sale that you could then transfer in your home state.  Anyone know what I'm talking about, because I sure don't.

I have a friend of a friend asking what states don't have titles and the process of how to get ownership documents.
 
I'm a little leery of this stuff, but said I'd inquire.
