I don't know how to make one, but I do know that there were add-on units
made for years and you can still find the quite often on e-bay (none up
there right now though).  The delay unit has a pot on the front that lets
you set the delay time.  When turned off control goes back to the regular
head light switch. 

One note:  If your Imperial has wipers that "park" under the edge of the
hood these add on units do not work very well in my limited experience with
them.
