Any heat will help, but you will lose the Joint, or at least, the boot. Applying heat to the Arm will expand the "ring" and help free the shaft of the end. I always used a 5# sledge and beat the tar out of the "ring", with the end nut loose, so it wouldn't fly away when it released. Never had one that wouldn't let go.
Have you tried to drop the arm itself? Might give you the clearance you want.
As a last resort, pour/spray White Vinegar on it. This is an old country trick and it seems to work well, with time. I've freed up motors that wouldn't turn with anything else. Let it soak for a few days. Maybe soak a rag and wrap it around the area, with the nut nearly off.
