I agree, 11.9V is very low for a car battery and often times a bad battery shows about that.

I wouldn't be so sure about that.  I'd try another battery.  It sure helped mine.  Sometimes during warm weather it takes hardly anything to start one, but when it gets a little cold, and the engine doesn't start RIGHT AWAY, things seem to go bad all at once.
