You can also check from the negative terminal of the battery to the engine block to see if there is any voltage indicating resistance in the ground cable.

Try checking the voltage by putting the Neg. test lead to the Starter body . Even tho it's a new one and just installed, it could have a bad/weak ground to the block, causing the weak cranking. OPr a continuity check from the Starter body to the Neg. post.
