[FWDLK] Do they, or Don't they?

First off, y'all talked me into it, I bought the '57 Dodge 2dr wagon. Frame
is crap in the back, but it came with probably 50 old carbs, 10 starters, 30
or 40 fuel pumps, a few taillights, and I was able to load it up with a
bunch of hubcaps and things too. I used to know a guy who had saved a
couple good frames for these, I may see if he can send me a rear clip for
this.

Second - there was a '57 DeSoto 2dr nearby with a bad frame. I sawed the
rear bumper off (solid tips on the sides) and the quarter skins since it had
decent taillights.

I noticed later that the center light, the backup light, was blocked off
inside on this car - of course, back up lights were still an option then.
But they all had the lens and provision for them.

Which leads to my question. In NY to pass inspection, lighting and things
that are not required for that year by law, if installed on a car, have to
work correctly. Since every '57-8 (and likely 59) DeSoto appears to have
backup lights, I wonder if anyone ever failed one for non-working lights?
