To clean out the old-but-good threads:
Take an old bolt with the same threads,
put it in your vise, cut a groove length-wise with a hacksaw.
Run this bolt in and old a couple of times and wipe the crud
out of the groove where it will accumulate.
It is like a cleaning tap, but less risky than cutting over good threads
with a sharp tap...  no oil needed.
I love the Permatex Aviation gasket sealer for this kind of application.
