Ah, Jeeze, Roger!

Do you see any DUST/dirt being raised up by the wheels?

1/1000 second won't 'stop' a spinnining wheel, and, if the camera were
being panned, along with the cars speeding-driving by (so that they
might be in focus), the background would be blurred. 

The cars were stopped, when they were photographed.

Who says they weren't moving, when they, were photographed?

A camera speed of 1/500th sec. would stop motion...

YEAH, Owen: that photo may have been a POST-race (or, maybe a PRE-race) commemorative photo!

The cars were not moving, when they were photographed (wherever, they were photographed).
