That is the vacuum line for the vacuum advance. It should be disconnected and the port on the carb plugged when setting timing.

Everyone -

There is a steel line that runs from the vacuum advance on the distributor
to the back of the carb on my 58 Plymouth with a 318 2bbl.. What is this
used for ? Additionally, when I time the engine, should this be disconnected
or won't it make a difference ?
