It is an "Old Mechanics Tale" that the spring
around the drum reduces squeal, that is why you'll notice no significant
difference when you remove it. It is, as I said, to help keep the drum
round, not oval. The drum will not go out-of-round easily, though, so you
may not notice that, either.
It apparently also insures that rust will spread
evenly.
(that's a joke)
