For  what it's  worth,  ALL 12 volt cars with points have no ballast  on the start circuit.  They start with 12 volts to the points for a hotter  spark and then run on 6 volts at the points. 
What really matters here  is the Ballast Resistor's output voltage.  12v. in (from the run circuit) and 6v.  out to the points.
