First, you might try cutting the rubber seal down the middle parallel to the floor.  You'll only be able to reach the front and maybe the sides, but that might be enough.  A utility knife would probably reach through the 1/2"-5/8" width of the rubber seal.
 
Also take the lever mechanism loose and try pushing on the level that goes into the plenum and up to the vent lid.  The lever converts sideways motion to forward motion and isn't up to much pressure when the lid is stuck.
 
If you're really handy and lucky you might be able to access the two nuts that hold the vent lid through the heater plenum inside the car by opening the fresh air vent flaps.  I was able to do it with a 1/4" drive and flexible extension.  It had to be done by feel and guess.  There's two studs on the bottom of the lid, each about 3" from each end and centered fore and aft.  The bug screen is fastened onto the lid.
 
There really isn't a whole lot to bind up, either the actuating rod or the hinges or just the rubber got glued onto the lid.

The cowl vent on my '55 Plymouth is stuck shut.  I don't think it has been opened in the last forty years.  Anyone have a way of getting stubborn vents open?
