Actually, the brake drum should not spin freely, after adjustment.

It should be adjusted so that there is a constant slight
audible drag on its spinning.

That drag will be evened out by the car's operation and the close
adjustment will maximize the brake's application.

Maybe I am missing something, but I have always adjusted the brakes by free hanging the wheels and spinning them, adjusting the 7/16 hex with a small wrench until the shoe makes light contact, backing it off ever so slightly until it spins freely, and then do the other one.  When all wheels are done, it is time for a slow test drive around the neighborhood and fine tuning until happiness is accomplished.  There is a finesse you'll develop for how to get it right faster, but all it really takes is some practice.

   This is how the old shops did it when these were new.  Never heard of a gauge !
