Try alcohol (rubbing, not Jack). That will get the glass clean, very clean.
I've used it to clean the outer surface of windshields when they have
whatever on them and prevents even new wiper blades from smearing. After the
alcohol sometimes the w/s wipers would barely move doe to the drag caused by
the rubber on the bare glass. I'd have to use the washers to get some water
on the glass so they could work normally. But to do this you must apply
liberal amounts and use clean wipes, turning and replacing often.

The other thing that will work is Soft Scrub. Apply it liberally like a
paste and let dry. Doesn't take long to dry, then remove using clean wipes,
again replaced often. The Soft Scrub will not hurt the glass.

Both these method were from factory bulletins from different auto
manufacturers.   The alcohol from the 70's and the Soft Scrub from around
1990.

Could it be deposits from the plastics in the car?  They can give off fumes,
especially in the heat.  Might need a petroleum based solvent first.
