I cleaned out the tank and put some large gravel in and shook it to get the loose rust.  The I used some bathroom "Works" liquid (the same as we use for our sinks and toilets to get rid of the rust stains from our well water.  Great stuff).  Tried Evapo-Rust and it was useless.  Then coated it inside with Red-Cote to seal the tank.  The Red-Kote is pretty neat stuff that forms a solid coat to seal any pin holes, and to seal in loose rust.

Pretty easy job, all-in-all.
