I use a product called SKYCO OSPHO.  It is produced by The Skybryte Co. 
3125 Perkins Ave,  Cleveland, Ohio 44114.  Phone 216 771-1590  Fax  216
771-1345.  It is a water thin liquid that can be brushed or sprayed.  It
comes in gallon and larger containers and cost about $15/gal.  True
Value/True Serve and Ace Hardware stores have it in some areas of the
country.  Contact the manufacturer for a dealer near you or you will have
to pay a HAZ MAT fee to UPS.  

You don't have to remove all rust, just knock off the scaly and loose
stuff.  When it dries it is ready to paint.
