This is true.  I have restored bumpers and on the back side I would sand them 
and actually fill any pits with filler and then paint with a chrome 
paint..The results were superb and we are talking about a '33 Plymouth bumper where the 
back side is visible from above.  Worth the effort.  Any over spray onto the 
chrome is easily removed with lacquer thinner on a rag wiped over the chrome 
edge...
