Any seller can amend his auction as long as their are no any bidders or
within 24 hours of close. That's what I know.

  Ok, I don't know what gives, is there anyone ebay savvy enough
  to offer a possible reason for what I saw today?

  I saw a person offering an item, the starting $$ was ok, the S&H
  was very high. (a carburetor starting at $10, S&H was $135, so I
  figgered the carb was made of gold and the seller wanted to make
  sure he made his $$ without ebay getting more of the action.)

  So I checked the other items the seller was offering, they all were
  very high S&H.

  I just rechecked the item, it's still listed, but all the S&H values have
disappeared
  from the listings.
