  If it has not come up yet, I would suggest that a voltage check be made across the  + and - motor leads and as close to the motor as possible when the pump is being asked to raise the top..The voltage should be close to battery voltage. Five volts below should be too much.


  Additionally, a voltage check from the positive motor lead to the  battery + terminal and then the negative motor lead to the - battery terminal. Ideally these two measurements should be very low like maybe 2 volts. 

  Making sure that there is sufficient voltage,  that the mechanism is not binding and that there is plenty of the correct fluid should be hopefully all that is needed.
