What is the idling vacuum?  Any chance of a 
vacuum leak?  Did you set the timing with the 
vacuum advance disconnected?  Have you verified 
the accelerator pump is squirting?  Is it set to maximum pump stroke?

Has it done this since the rebuild or is it a new symptom?
