Looking at heat riser valve on passenger side of 1963 413 single carb.  It is frozen stuck.  In the Golden State, less heat is better than more.  Should I be able to get it unstuck, do I want to rotate the external parts clockwise or anticlockwise to have the valve inside straight up?  When the valve is straight up, the externalia will be latched to stay that way.  Would be great to peek at the inside of the manifold but that is a lot of trouble if one of you knows and will tell.....muchas gracias
