[Chrysler300] FUEL????? 300D

I have a Clear Plastic inline Fuel filter just before my fuel pump
My fuel pump is the type with the glass bowl on the bottom
Fuel pump is putting out 6 lbs. at all times
Engine  runs great at all speeds & I can see the Fuel pump glass bowl is always full of fuel

But I cannot see any fuel in the filter. I can see the paper element is wet but no liquid filling it up or running through it

Can anybody explain this?
